SPARK has completed the design of a 280,000 square metre mixed use master plan for the Fengxian district government incorporating the civic headquarters, conference centre, staff facilities, library, retail, restaurants and commercial office space. Designed to reflect the ambition of the local government “a city in progress” and water the genius loci of this ecologically sensitive environment, flowing water is the connective inspiration and leit motif of the project. Ripples forming on the water’s surface and the dynamic lines of fish movement become the master plan’s blueprint and starting point of the master plan. The civic centre was designed as an elevated spiral forming the visual and circulatory centre of the master plan. Landscaped zones, pedestrian paths and other public programmes were organised in a sinuous manner radiating from the centre. The Fengxian civic centre is a garden for the people forming a seamless connection with the existing ceremonial city garden axis. The surrounding water bodies are drawn into the centre of the site creating streams, reflecting pools, waterfalls and dry fountains. The sinuous language extends vertically into the façade design of the office towers and the Civic Centre, an expressive facade with sun shading screens that undulate like fish scales.
